State employees in Western Province ordered to work from home

Colombo (Sri Lanka), Oct 30: Government institutions in the Western Province and other major cities have been instructed to reactivate the "work from home" system in order to control the spread of the coronavirus.
Heads of Institutions have been instructed to draw up alternative plans for the provision of essential and other services using the experience gained during the "Working period from Home" implemented during the months of April to May 2020.
The relevant circular was issued by the Secretary to the President PB Jayasundera yesterday (29) to the Secretaries of all Ministries and State Ministries, Chief Secretaries of Provinces, District Secretaries, Heads of Departments and Chairpersons of State Corporations, Statutory Boards and General Managers.
This is especially applicable in the Colombo, Gampaha and Kalutara districts where travel is restricted due to the spread of the virus.
Public institutions located in districts other than the areas designated as High Risk Areas by the Director General of Health Services shall maintain services as usual under strict health regulations.
The Secretary states that the heads of institutions are personally bound to provide all the facilities under their purview to control the corona epidemic.
The head of the organization has the power to determine the tasks that each organization can perform remotely and the employees who should work from home.
Once so determined, the relevant files and equipment should be delivered to the employees' homes with proper permission. Working hours from home are 8.30 am - 4.15 pm.
When a curfew is not in place, the head of the institution can change it as needed.
Employees who are not part of the "work from home" plan can be attached to organizations that require additional human resources.
The circular advises the heads of institutions to use alternative means of communication to carry out the "work from home" method efficiently and successfully. SMS service, email, phone, user friendly applications like Whatsapp, Skype can be used for this purpose.
It is the responsibility of the accounting officers to provide the financial provisions needed to work from home.
The circular issued by the Secretary to the President states that all institutions that provide direct services to the general public should create an online platform so that the public can submit their requests without delay.
The head of the institution has the authority to ask self-quarantined employees to work from home. However, no work should be assigned to an employee who has even mild coronavirus symptoms.
The circular issued yesterday sets out specific guidelines for the areas of local administration, education and higher education, provision of welfare services, statutory bodies and public enterprise, and general administration.
